The ghost SOP: why hotel standards exist on paper, not on the floor

The ghost SOP is the most common hotel SOP compliance problem, and the least visible one. Every ghost SOP hotel teams live with was written with care, approved and filed. Then the floor carried on doing what the most senior person on shift does. This page explains why hotel SOPs are not followed, and how to close the SOP execution gap for good.

What is a ghost SOP?

A ghost SOP is a standard operating procedure that exists on paper but not in practice. It has a document number, an approval signature and a place in the binder. On the floor, staff follow something else: a colleague's shortcut, last year's version, or their own judgement. The SOP is present everywhere except where the work happens.

Ghost SOPs are rarely the result of bad writing. Many are excellent documents. The problem is structural: the standard lives in one place and the work happens in another, and nothing connects the two during a shift.

Why are hotel SOPs not followed?

Hotel SOPs are not followed because following them depends on memory. A room attendant is expected to recall a multi-step standard, learned during onboarding, while working against the clock with interruptions. Without the standard in front of them at the moment of work, memory wins, and memory varies from person to person.

Four conditions make it worse:

  • The SOP is a document, not a task. Reading it is a separate activity from doing the work, so it is skipped under time pressure.
  • Updates do not reach the floor. A revised SOP is emailed or pinned, but the shift keeps running on the version people remember.
  • No one can see execution. Without a record of how each room was done, drift goes unnoticed until a guest or an auditor finds it.
  • Supervisors cannot check everything. The supervisor bottleneck means spot checks cover a fraction of the work.

The SOP execution gap in hotels

The SOP execution gap is the distance between what a hotel's standards say and what its staff actually do. Every property has one. The ghost SOP is what that gap looks like from the inside: a complete library of standards with no evidence that any of them ran today.

The gap matters commercially because guests experience the practice, not the paper. A property with excellent written standards and inconsistent execution delivers an inconsistent stay, and inconsistency is what guests review.
